Jump starting a children/youth CE program
Have you considered the idea of a "big event"?
The theory is that if you can capture their attention once through a "Bold Venture", you can follow it up and get them involved in weekly activities. VBS, Christian Concerts, Summer Camp and Block parties are all examples of a Bold Venture to get kids excited.
